It's possible to get into a state where there aren't any challenges to complete.
For example:
If you start to do a DNS challenge and mess up, you might DNS cache poison yourself and get an error even after correcting the DNS records, due to the long propagation times.
Let's say you come back an hour later and try again, now you have no challenges because the LE server went again and verified you.
This is a guess, so I could be wrong, but I think that's what happened with the person who sent me this image (they don't know for sure either).
@jshaver could you try to repro this?
